maybe but tbh phantom is used more atm, if anything, the patch will bring the vandal closer to phantom at the pro level

it's the opposite, since the first 3 bullets have no recoil then you don't have to spray as much
not sure how big of a difference it'll make but it's a bigger buff to the vandal than phantom

phantom has been superior to the vandal for ages but people see "headshot = dead at all distances" as a literal god when most of the fights are at mid range where the phantom also 1tap and has better first bullet accuracy, more bullets, no tracers so easy spam through smokes
