each region has a 2023-like round robin league for seeding
all 48 teams attend the international league
based on seeding are seperated into 4 groups
3 teams per region in each group - but it can be unbalanced(ex: 1st-3rd seed all emea and 9th-12th all pacific or 1st emea 2nd pacific 3rd americas etc.)

bottom 4 teams face against a t2 team from their region for relegation
