Depends on context, sometimes I use whom in when saying something like "to whom it concerns"

whom is when the pronoun receives the action iirc

"who" is the subject, or the one doing the action.
"whom" is the object, or the one "receiving" the action.
If you can substitute He or She, use who.
If you can substitute Him or Her, use whom.

ex: Who is there? (He/She is there)
Kirk was shot by whom? (Kirk was shot by him/her)

grammar is defined by what people use. so if you are correcting people all the time and nobody agrees with you, that means your grammar is wrong
