So, how about this.
Each league has 6 partenered teams, these are teams that cant be relegated and that receive riot's financial incentives.
The remaining 6-10 slots are teams that "ascend" not by ascension, but by Challengers placement.
Rather than ascending on the END of the year, they ascend at the START.
The calendar would be roughly in this order
Challengers Group Phase > Kickoff (Only the partnered teams) > Challengers Playoffs > Masters 1 (Only top 2 of kickoff)
First Split (Now with the best 2-3 teams from LATAM, BR, NA) > Challengers (Overlaps with first split and masters, offdays) > Masters 2 (Top 3 teams of each region) > Challengers LCQ (the worst rated ascended teams play the winners of the 3 challengers) > Second Split LCQ (*Swiss stage, playoffs, with the challengers Lcq top 3) > CHAMPIONS
This would give tier 2 orgs more reasons to entry the sport. the financials wouldnt change because now the "Ascensions budget" goes to Challengers LCQ
Riot wouldnt spend so much on partnered teams, but would still get the viewership of more beloved orgs
There would be less visa issues since now those upcoming orgs arent "working in LA" just there for a tournament
In regards to Classic Skins, the partnered org skins would be available at the start of the year, while t2 pistol skins would be released around Masters 2 either before, during or after.
The t2 cards would be simpler, just like this year's, and since the pistols are all just recolors of each other it wouldnt be that long to make.
Regarding the chance that a t2 team only ascends on the second opportunity, that being the Challengers LCQ, i would say that they would only get pistols skins IF they not only go to Champions, but finish high, im not sure between them needing to WIN, or just place top 4, but i can see it happening as a "comemorative reward"
