Matter of fact I would argue the complete opposite, if there is no car development, there is no need to car testing limitations and they could put in as many hours as they wanted to get up to speed with an F1 car
2 No, it would make races 10 times more entreating and competitive, try watching any other category where cars are closer to each other, the spectacle is much much better.
F1 rn does not favor competition. Giving the best riders the best cars is like if in Tennis I look at the ATP ranking and just say, "I'm gonna have the higher seed of every game a 1-0 start in sets". Great, a sport with absolutely no upsets at all that doesn't allow you to climb organically and forces the same match ups over and over again. How amazing
3 Yes, it would def ruin innovation. And that's why I said this is optional and not necessarily the way, it would make racing 100% better, that is my argument. But it does definitely break the spirit of F1. Which is why I understand if someone doesn't want it
