They literally said they just threw a number out to make a point
For clarification: they didn't say players, they said flash initiators in Americas. And they agreed that, although he's very good, even top 5 is a stretch

The whole point they are making is that xeppaa is over hated, which is entirely true. His comms and util are clearly very very good. We all know his fragging ability is limited and lacks compared to a lot of other players but he's still hated on too often.

honestly top 3-5 is reasonable with the role swaps and amount of question marks in the flash inti role but by the start of the season he won't be top 3-5
