The problem is not about budget, they can afford it but Derke wouldn't join KOI and even less at this point of the offseason

He wouldn't basically because he only wants to play in Vitality. And I said "even less at this points of the offseason" because KOI roster is almost closed and I think if Derke joins an org other than Vitality, he might want to be part of the roster building.
Flyuh will have a standard maybe a bit high of a salary but overall all of the other players have low salaries. Plus no need to speculate that they made an offer for Derke at the begging of the off season is official
