It does and I think the recent exwpantion of T2 in APAC and BR is a proof Riot care (part 3 of today video kinda talk about that)
Riot should shutdown Game Changers and improve the tier 2 tbh
Barely anyone knew the players since they have zero presence or impact to the val esport
None of them are passionate enough to move to the actual Tier 1
