OCE vs SEA

If Oceania teams competed against SEA teams for a slot in Berlin, would they have a chance to qualify?

Personally I think the only teams that really could qualify for Berlin through SEA would be Order/Soniqs

Soniqs would qualify through every region so that point doesnt make sense
