De facto, Ukraine has consistently participated in all of CIS summits, and for this same reason, it is regarded as belonging to the CIS, even if the ratification has not yet been signed... To be more precise, an observer status of Ukraine ties it to CIS ;)
Ukraine is just another CIS country like any others... similar to Latvia, Lithuania, Georgia and Estonia ... PERIOD
