because everybody is using her, so the teams more likely to drop her have a set playstyle that they have already mastered (ex. NRG, VIT)

Its more like the games are so few(im not sure the count, but under 50% seems likely) where neon is run against non neon, that fundamentally the NMWR% is going to be low cuz so many teams run her normally...

I think she's still the best, just not by that big of a margin anymore. With her nerfed and waylay/yoru nerfed theres reasons to play Raze/Jett as well whether it be comfort or just a different strat. Especially with phoenix there as well, you have an agent that kinda acts like a slow version of Yoru/Neon together. amazing flashes, A wall, and a good ult for exec/Info gathering. Other agents can do her job now that her main job (Bhopping around and throwing off someone's crosshair before 1 pumping them with a judge.) is now obsolete.

Wall up, entry into site, Gather info, get a kill (Optional), Don't die (Situational)

Phoenix/Jett's Job:
Wall up (Phoenix)
Entry into site (either)
Gather info (Either, probably phoenix to a higher degree if he's ulted.)
Get a kill (Optional)
Don't die (situational)
