Skye flash cooldown meta now?

Now that she has her flashes back on a cooldown (60 seconds) is she meta again? Who's this buffing most?

I think it makes her viable but not meta.
Her dog is still nerfed, Double duelist is the META, and I think scans are still gonna be necessary. Skye doesn't give as much info as sova/Fade do, you know someone is there but not how many. I could be wrong about this but I don't think she's replacing the Scanner on most maps.

NRG will use her a lot since they don't use double duelist as much, maybe we'll see skye/sova from them. But I think she'll still have a lower pickrate.

As for players, Ethan, Mitch, and Asuna are the first that come to mind when talking about who this benefits.
