Here's a list of EVERY SINGLE AGENT in VALORANT who ISN'T getting nerfed in ANY way, shape, or form:

Jett
Raze
Phoenix
Clove
Chamber
Veto (assuming he's not part of the stim buffs, since the devs didn't mention his ult for some reason)

Oh yeah and I guess also Harbor, but there's literally no way to nerf him at this point. His rework is a month from now but he's probably gonna be horrible anyway

but tbf harbor is getting reworked so who knows

His trips don't stun anymore (just a slow), there's no more reveal until the full windup is complete, and if you're close enough you can see the cam without it being opened (they didn't say how close, but there's a chance it's similar or worse than Vyse flash in terms of distance)
