Android:
Download Kiwi Browser
You can then go and install the extension normally on chrome web store.
IOS (Safari):
Download Stay
Follow instructions in the app to set it up, then download this: https://github.com/ChromeDZN/VLR-Plus/releases/tag/vlr
Go back to Stay and add the script.
