So Im from csgo background and dont have knowledge about franchising. Can anyone briefly explain what this is?

A lot of these is nonsense, NA valorant was since the beggining a big bubble with super high salaries and buy-outs compared to other regions. Even if Valorant came out and said that franchising is not happening anymore, a lot of orgs would eventually drop their teams because they're paying too much money for mediocre results. The solution was and always will be a way for tier2 orgs to compete, a regional leagues system (hopefully with more matches), that is included in riot's plan.

its not directly the franchising its the fact that there are literally no tournaments where good teams could compete. its time to announce the 3rd party tournament that is supposed to happen at the end of the year

Riot needs to anounce VRLs in other regions asap
