Why 7 teams? They can't fill out the bracket

They cant reliably fill their VCT bracket, how the hell are they gonna fill 30 VRLs

It probably would be the same format as the EMEA Promotion Tourney. Two play-in groups, one group (4 teams) playing in GSL format, and the other (3 teams) in round robin format.
