zephyrus g14 fits everything you said and is within budget, you can go for the 2023 or 2024 model but I personally don't think they're much different. the 4060 model can run valorant at 200+ but you could go higher if they're in your budget.

idk if he'll be meta in pro but he's busted in ranked, you're looking at it wrong if you think it's only good against ops. a better way of thinking of it is that it doubles the time to kill a person with a vandal/phantom, and if you're on phantom then it'd take 3 shots (rather than 2) to kill a person long range. also the one bullet difference gives the iso a HUGE advantage in his ult

on a side note, he's also really good against shotguns which is the only good part about this buff 🗿
