No scopes aren't RnG, there is a mechanic to them, and most of great kills include flicks and quickscopes, which are skill based. maybe a bit of a crazy suggestion, but maybe riot allows the non-qualified teams to play with the tier 2? Yes, it does turn it into a semi-open franchising model (which pretty much goes against the current franchising), but 10 teams out of each region don't make it to Bangkok, why won't riot make a 16 team event, 10 tier 1 teams, 6 tier 2 teams (after split 3/1 in tier 2, depending on the timing) and decide the remaining 10 slots for stage 1? You can easily run a swiss system with the worst of tier 1 and the best of tier 2 and fiddle out the pretenders
