The rationale behind my 6 split is to integrate all the teams back into one system and ending the Tier 1 and 2 separation of teams which Riot is definitely doing bcz Faria has talked about looking into this and just having 4 teams join and 8 always qualify to the qualification tournament of Masters/Champions would get even more awkward than current one. Your system will work if we stay in franchising model as it is now where we promote 4 at end while I am looking at creating a sustainable base for 6 orgs/30 players and giving 6 others a shot every masters to earn what they deserve basically creating a fusion of franchising and pre-franchising.

I mean let's be fair 6+6 is the only fair model with only the very best 6 teams on brand value regardless of country are selected for franchising nd everyone else battles it out like before to meet them for VCT Pacific etc .
So at Tier 2 we have country wise qualifiers, Tier 1 6 teams from franchise plus 6 qualified play a double elim with top 2/3 to masters simple.
When qualifiers are happening for 6 spots these big brand franchised teams can play 3rd party events for money nd stage practice .
Bigger calendar more matches everyone has something to gain here nd obviously the money that riot will save in stipend goes back to make huge prizepools at Pacific/Americas/EMEA qualifiers so qualifying itself gets you a sustainable money to keep running nd obviously masters or champions win will make a small time org a giant in scene like before.
We get to see fresh faces , new rivalries instead of Sen beating 100T for nth time we will see a team like bbg defeat them in NA quals nd people will be invested in stories again

I have been following this scene since almost day 1 , you are right they weren't top players but that was just a justification for creating an uproar that RRQ is supposed to represent Indonesia and this was the point which was mentioned everywhere first and foremost.
