i feel like other games at least do some testing before the tournament to find these kinds of issues, since this is an extremely noticeable issue that has been happening a lot i would assume they didnt do any testing

They care, but not enough to invest into fallback hardware. They are running the entire tournament with least amount of cost, but if they cared more then there would be no expense spared to prepare for all eventualities, including this mishap with the stream overlay HUD.
Yeah, Thorin made a good point that Riot use eSports as a way of increasing interest in their game and increase revenue. Not really giving a fuck about the production itself.
