its not that double scan is that bad, its just that its better to play 1 scan and 1 other role
i’ve played it a bit on split in vcc and other tournaments, it actually works very well
why would you play double scan when you can just instalock jett or reyna?
its kind of just too much of one thing, theres just more value to be had by throwing in a phoenix, secondary smokes, a flash initiator, double senti etc. it could be played and it wouldn't be dysfunctional, but youre really reducing what your comp can do by tossing in more of the same thing. Its kind of the same issue of like running double dome smokes, you can run it and will have advantages, but youre losing out on a lot. You will work the map really well but you get fried in teamfights and your execs can get a little lackluster

double ini, not necessarily double scan is good at taking map control and space through utility. Double ini will use recons flashes and stuns to take space and set up a single duelists, however because so much of this value comes from investing utility before taking fights, its map control patterns are very very predictable and counterable. Once ini util is commited to one side of the map, defenders can simply gain information about where space is being taken and which lanes are recieveing util, the weak lanes and where the single duelist will be positioned.
So, when defending against double ini u should do lots of contact plays as the timings of when to contact are pretty obvious, and you should know if ur contacting a weak lane or a strong lane as the inis will need to set up the single duelist, so u can easily contact and exploit their weak lanes. U should also bait out as much early utility as possible as double ini relies heavily on utility to create strong site hits. If they are forced to spend utility early, their execute becomes very weak, whereas if u dont contest the early lanes then they will have a very very strong site exec. Also if ur the team playing double ini, u shouldnt rely on contact plays as the enemies will contest early space so u will just be dry walking into them and because double ini is built around using utility to take map control, so avoiding it mostly pointless.
The point of double ini is more so for defense, where it is supposed to be built around amazing stall and forces attackers to do heavy defaults to bait out the defensive util first before they hit, in these scenarios double scan isnt ideal as the problem isnt locating attackers as they will be forced into heavy defaults which will spread them across the map, but its delaying them until they commit, double scan simply provides less util to delay with when instead teams will normally just run kayo or tejo with a scan ini which has much better stall.
The same idea is also for attack. FOr instance if ur attacking on lotus and u want to take c mound at the start of the round, having a dog vs a dog and a dart or drone will provide basically the same immediate info, so its useless using 2 pieces of scan/reclear util at the same time. But since ur only using 1 reclear util like a fade dog, then u wont have value in having a second ini to help take space if its only util is a scan ini's util, versus if u a kayo or tejo then a molly or flash will help a lot more in taking that mound space. So then u might think the advantage is that the second scan ini's util can instead be used to reclear a or b main later in the round. However, because there is only one duelists, there usually isnt enough tempo to clear c mound and then immediately reclear A or B and still have someone (the single duelists most of the time) who can instantly solidify and actually take space based on the scans info. A single scan ini is usually enough to gather all the information needed for those later reclears, a second scan ini can still provide info but info alone isnt nearly as valuable if there isnt a duelist nearby to immediately convert it into map control, teams will exploit this heavily by contacting and reclearing space that an ini just recleared since they know the single duelist couldnt solidify that map control based on the tempo. Simply having flashes and mollies is way more valuable.

Yeah no this is pretty fair, and great writeup btw. There's just not as much you can get out of a second scan init.
Additionally most teams don't have the personnel to run double scan. For example 100T: are you putting Asuna on Fade? Possible but he's definitely not being maximized there. for LEV there is probably zero way they make it work. etc.
Just kinda doesn't do that much more than whatever you get out of the first one though this depends on who you consider info initiators my definition might be different
