EWC rules state each region must play on a specific server. The server for the Asia qualifier is Hong Kong.
India wants to play on Singapore for a ~10 ping difference
Japan wants to play on Hong Kong as stated in ENC rules where they have ~30 ping advantage

This has been a controversial rule. For example, Ethiopian players were complaining earlier about having to play on Cape Town servers when they were set to play South Africa. Their best server was Frankfurt. So, they forfeit their match. Teams have agreed to play on fairer servers but that requires both parties to agree on a server.

playing in africa is just a death sentence. riot needs to have a server there but its just hard to set one there with the conditions

the enc rulebook says that tournament administrators can change the server if necessary, and teams can mutually agree to play on another server with official approval

Indonesia team was playing with 50 ping diff because they wasn't allowed to change server from HK to SG.

Teams with better default ping server don't need to compromise for mutual agreement. Rulebook favours their side. India problem is they had challengers south asia schedule conflict. They can easily fly to another country for better ping like Australia/New Zealand team.
