It's precisely because of HLTV's history and all the awards and events they hold that it became this prestigious within the pro play space
VLR is nice but it simply exists for news, matches and the dumbass baiting on forums that's really it
do u know hltv mods are notoriously known to ban people based on their preferences and are racially motivated?
did u know when hltv users called out the site, the mods replied "this isn't a democracy and u can fuck off we do not care about you"?
did u know hltv mods used to be insanely racist back in 2017-19? calling brazilians monkeys, russians as bald ukrainian bastards etc?

well yeah players do regard the hltv org as highly respectable but that is only because hltv is "a television org" not just a website.
they have a lot of stuff like vods, mvps, stats since 2013, every single match record, players information, actual awards, an entire award ceremony for the year in belgrade.
vlr is too small in comparison and it'll take some time. also hltv started off as a "pirating television" where they'd sell off vods for money to teams like envy ldlc and north, so they're not as "prestigious"
a lot of shade on that thing
i think most (western) pros know vlr and probably use it for matches, problem is that so much of the game is not english/european countries meaning you cant really replicate the sucess of hltv
