yes it is too slow ur actively harming urself esp if u cant shoot a dart or turn around
if ur on a sens that slow im guessing ur aiming with ur arm only? so js try using ur wrist more and play some dms on a higher sens like the 0.1 u mentioned

depends, if u can't reliably shoot the dart for ur team or turn flashes (even when u KNOW they're coming, as in you're anticipating it) then yeah it's too fking slow
things like "i aim better on this or that sens" are all relative, u can master any sens if u play on it long enough
I don't know a single person who thinks 0.1 on 1600 is too high so I mean I feel like you're asking people who just won't relate at all here lol. But if thats good to play on for you then you should.
Your mouse sens depends on the size of your mouse pad. I would recommend normally going for 40cm/360 and then slightly increasing or decreasing afterwards, if your mousepad is compatible with it. I would not recommend having a super slow or fast sens, as it will limit your aiming capabilities in the future. so 40cm/360 is going to be approx 0.2 when your dpi is 1600.
