Harbor is ass. He has too little util for a controller, give him 2 coves and 2 "C" ability. We can see harbor dominating
i think its more of a nerf, i havent played him at all after the rework but the old ult just seemed more oppresive
His new ult is objectively much much better, his util just ass so you don’t have to deal with it as much

It blinds, slows, AND gives away enemy position, while still being 7 points. There's certain spots where there is no counterplay to getting hit other than to throw all of your own util back to buy time
The old ult was a pushover. It really was only useful for information, which the new ult still gives, just more slowly
Ive played against him tho, and the ult seems fairly counterable but thats just because im so goated ig

legit no other controller would ever be picked that's six smokes and two blinds, plus shield effects

it worked because harbour cascades were able to take space like an initiator.
I think every other controller clears harbor overall
except clove obviously but she isnt getting played
