what does riot look for in a partnered team?

does being competitve matter more than having a lotta fans? for example, if GE were to sign an all indian team, they might suck and be a joke in the league, but if it drew more indian fans (huge market), and therefore more views and money for the org, and therefore more financial stability for the org, wouldnt riot be more pleased with that? another example could be koi or TS

i say this cause people keep saying "relegate x org because the current team is shit" when i think eg and c9 deserve to get relegated more for their shitty decisions as orgs

GE becomes the only one VCT Partner Team that has never been to the VCT Pacific Playoffs. They got their opportunity, should pacific keep giving partnership slot to GE instead of giving other org opportunity?

Nah, Falcons were denied LEC partnership due to Riot's rules on orgs that have state ownership/influence
The same rulebook applies to VCT I believe
