I don't think there's anything saying they have to send their main roster... Kinda like how whatever this CN tourny is rn has all the teams that are going to Toronto not sending their actual roster either.
rules already basically say you can field whoever and not necessarily your main roster, it'd be easy enough to do if they cared about the format.
