Is it worth my time to try and get really good with the Phantom? I'm just fine with the Vandal but with similar damage and way quicker fire rate I figured it wouldn't hurt to learn the Phantom but is it genuinely necessary?

Yeah you should get good with both. Sometimes you'll have to pick up a phantom off the ground so you have to be able to use it well.
what's a good way for me to practice phantom? Like if I just ran a whole night of just deathmatches and only used phantom that would help plenty rtight?
You just gotta get reps in. Deathmatches are good yeah. But you also have to use it in game too.
the only way to get good at phantom is to realize what the differences are. yes that obvious, but actually pay attention. phantom has a faster spray and is good for certain scenarios. if you're using phantom you're usually less aggressive and know that you will lose a medium range duel unless you shoot at your opponent a millisecond faster. treat phantom like vandal, but know when to use it like a phantom.
I think what I've taken away at this point is I am going to use the phantom when I know I'll be in tight corners that round, and vandal when I know I will be long range most of the round. For example, I would use phantom if I was attacking on Pearl and pushing through mid, I would also use phantom on Pearl if attacking A, and vandal if attacking B
