So if Apeks beats Vitality today, and they both lose out, does that mean Apeks would qualify for playoffs over them because they won the H2H?

this is false actually. h2h is first, then map diff, then round diff. don't know where bro is getting this info from.

How can h2h be first and have other factors unless I’m being stupid? They can’t draw so one of them will obviously have won the h2h

Apeks is a rookie team that has shown to have a solid base and that they can beat the top teams of europe if they find themselves in a good day, while vitality is a crumbling team of stars, all the pressure is on them to win. I honestly wouldn't be surprised if apeks won today

vit would also have to lose to navi + apeks would have to beat giants for apeks to qualify over vit.
