its north/east, they mixed two regions, polaris has always sucked but east was probably the best region in the past in terms of overall quality of players

Combinined region gets more slots the reason it didn't happen with Spain is because both Portugal and Italy only had 1 good team in each so it didn't matter as much to give more slots
