It happens in three cases. Either you're not logged in (this is already disproven), your WiFi is bad, or you're banned from upvoting/downvoting

been on vlr since 2021 and I'm just hearing this too.
apparently now this timeout/ ban contains restrictions like no flag switching and no voting
