Make it so Franchise ORGs have to own a academy of some sorts and have an academy team on the Challengers League, then
if an Academy roster wins Ascension the team gets auctioned to whatever org meets Riots requirement for franchising

Tier 2 doesnt die, ORGs with academies get money, and ORGs get to buy into franchising
There could be a "ticket" system where a F-Org partners with a C-Org, both chip in to support the academy roster but the C-Org gets to buy the roster when it goes to ascension

If only riot actually listened

This could also help with GC players if riot allowed GC teams on Challengers League
for example LOUD, could put LOUD Fem as its academy org and 00Nation as its partner, then if LOUD GC won ascensions, it would go into franchising as 00Nation
