Ok, the winner of each regional will be promoted in VCT. But is that mean VCT will have 11 teams in 2024 & 2025 or a demotion tournament will happen later this year between the 4 (?) last of each league?

no demotion tourney, there will be more teams in franchsing each year for a few years
There will be 1 ascension slot every year for the next four years, for 14 teams in each league. We don't know what will happen after that tho.
you guys dont understand maths, a team goes on every year and a team goes out after 2 years we get 1 team up every year
10+1=11 on 2024
11+1= 12 on 2025
12+1=13 but 13-1 because of the 2 years restriction means there will be 12 teams also on 2026 and same is happening on 2027 and since 2025 and on we´ll just have 12 teams only on every league with one team relegating every year.
