Same problem here. Try reinstalling. Works for me but problem now I cant queue it keeps dodging
I found this from reddit and it worked for me. I didnt have any agent voicelines, announcer lines, etc when i updated but this fixed it.
On your Riot Client
Profile > Settings > Game Text Language
Click a different language then Update it > Then go back to Game text language again and click your preferred language > Update
Open the game again
