No, it's because that's how seeding works.
#1 seed groups gets to go against #1 seed from a "minor region".
#2 goes against a "major region".
That's how it worked last Masters. If FPX wanted to avoid going up against Fnatic they should have gotten 1st in Groups. Same goes for OpTic.
