Mostly because EP plays more games than T1 teams do, and only plays against other T2 teams that are on average worse them them. They have more chances to gain points, and almost no risk of losing them unless they have an absolute stinker of a game. The Elo system relies on anyone being able to play anyone to stay balanced, and the way VLR uses it doesn't allow for that.

The actual points are simple, after each game the winning team takes points away from the losers, the less likely the win was (calculated using the point difference between them before the game), the more points they "steal".
It's pretty easy to see how EP not being in danger of losing points to any of the T1 teams breaks the whole thing knowing that.
