The programmers tweak that shit and have the power to edit it however they want to display it to the world. The AI graphics and angles, a player faking the foul at the moment from a soft tap but on replay slow-mo it looks like an actual foul, etc.
VAR is FIFA's playground and they abuse that power the best way they can to make the matches go the way they want.
