12 teams in a region means 60 players, how tf there are not even 60 good players in a region that can make every team a contender especially for big regions like europe or south america

Same reason why every car in F1 isn't a top contender. It takes a lot more than just a driver but they are the most visible part of the puzzle so everyone thinks they'll solve everything.

lot of factors
-bad signings
-reluctancy to sign tier 2 players over veterans
-how competitive the game market is (cs more appealing and popular by far in europe)
-lack of funding (south america)
