I feel like viper spam is based on who's winning rather than viper herself she'll always be an option but only be high pick rate if 3+ top teams happen to prefer her on that patch
For example even if I buffed initiators and sentinels and made them op I feel like there will be some top teams that still play viper and she'll still be a viable choice
