My suggestion is a new format which STEALS a slot of the worst region and GIVES to the best region evaluating based on points in masters:
Timeline:

1. Kickoff: no change

2. #1 Masters:
   masters' pts now not only being used for seed 3, 4 but for region ranking also.
   Points of a region == all points of that region's teams collect after the tournament
   Ex: 1st place PRX take 6 pts and 4th NS take 2 pts, T1 bomb out in swiss stage 0 pts. Totally APAC get 8 pts
   4 regions are ranked from top to bottom based on pts. the bottom region have to GIVE one of their NEXT MASTERS SLOT to the top region
   if EMEA is top and CN is bottom then in next masters EMEA has 4 slots while CN only has 2

3. Stage 1: a region's format has to change if they get a new slot or lose a slot

4. #2 Masters:
   Same as masters 1 but with a catch:
   because now the worst region only has 2 contenders which lower the pts they can possibly collect
   so we now rank regions based on the average of total pts each region collects
   Ex: CN has total 5 pts this time from 2 teams so CN average pts is 2.5 while AMER has total 12 pts from 3 teams then the average is 4
   The worst give a slot to the best in the next Champs same as Masters 1

5. Stage 2: a region's format has to change if they get a new slot or lose a slot

6. Champs result will not affect the slot distribution of the next year vct

NOTE: If 4th region's pts == 3rd region's pts, considering some sub-criteria like the recent results of direct face-off between the teams of 2 regions or smth we will figure that out.

CONCLUSION: This will provides much more high quality matches and hype to international tournaments. Saving viewers' time from watching disasterclass of "we're here to learning and growing" ahh region. This format is also better than LCQ option because players don't have to travel to play more matches, saving riot money.

How are CN meant to grow as a region if they don't get a chance at the international level?

This is like saying Asia should get less slots at the World Cup because they're not as good as European or South American or African teams... how are they meant to develop as footballing nations without World Cup experience and international exposure?

Directly rewarding/punishing entire regions for individual performances is the easiest way to create an insurmountable divide between the best and the worst

the 4th seeds for pac, amer, and emea will clear china. they dont deserve the spot tbh. should just be a play-in tournament between the 4th seeds of the big 3 region and china’s 2nd or 3rd seeds, grand finals go to masters

XLG are just the regional farmers. Every region has one. And we know EDG is one coaching change away from another trophy run

If AG disappoints, then it'd be time to consider why the region is so bad
