I don't know the exact numbers but basically a minor wouldn't be able to practice as much as any T1 pro because that would count as work hours and you can only have X amount of work hours per week as a minor in America unless you just want to ignore laws and open yourself up to that kind of scrutiny

I think it's a good rule. People need to finish their basic education without the immense distraction of a salaried t1 job
its not really a riot rule, it has to do with labor laws and the fact that players need to move to LA to play. I'm not sure what exactly the legal issue is but it would we way too complicated to get minors to play

your work hours are only limited if you are under the age of 16 and even then its a lot more than 8 hours per week
its obviously not about how good the players are, it's for the players own good.

In cali it's under 18. There's a lot of rules, limitations, etc. It's because of issues with overworking child actors.
