It means they realize that it's time to stop relying on imports and actually grow, those are short term pains. Japan should've ditched imports right from the start, if they face the problem head on they can fix it early before it became too late.

Number of premiers dont matter, there is a noticeable amount of jp radiants who never play premier. And they are good enough for that but chose to not join premier, yutaro is a good example.
