It's a de facto state, but even Taiwan government doesn't consider themself as independent state (They just consider they own all mainland China IIRC)

Well they DO consider themselves as an independent state, they just don't consider themselves as the "state of Taiwan".

They consider the CCP as a separate, usurper government and themselves as the rightful, independent state that rules over all of China, Taiwan included
