Should NA and SA be separate leagues?

I got this in my recommended and it made me think of the tier 2 talent stuck in NA because of lack of spots and then I started thinking about SA losing all their best teams and having to rebuild the ecosystem.
I don't know much about the cost or business politics of splitting NA and SA, but it made me think if affordable would it be optimal for Riot to split the leagues up.

The difference is the Regions up and coming players would be able to play their best teams which would improve them at a faster rate.

Yes, some teams in SA are dogshit, but also some teams in NA are dogshit. C9, G2 and 100t are worse than mibr rn

I think they would have done SA, NA, EU, and APAC, but the China league makes it hard because 5 regions to manage seems like a hard task.

the franchise its only good for NA, on the ascenscion for example, NA teams have a much better training. 7 spots in franchise and a better money condition in general, to pursue a pro carrer in BR with a good pc and peripherals its expensive as fuck

I think the biggest problem is that SA tier 2 can't scrim the tier 1 teams, which kind of prevents the region from developing properly. It's not that apparent yet, but after a few years of all the good SA teams being based in LA, it'll probably become more pronounced. IIRC Leo said Riot considered a rotating league which moves every year but decided against it for logistical reasons. Personally I think for the development of the scene that could have been a very good solution. EMEA teams (excluding sub-Saharan Africa, but there's nothing there in terms of Valorant anyway) can all scrim the partnered teams with a reasonable ping.

That’s is true but none of them would make international tournies if NA was a separate league
Also 100t is way better then Mibr

lets be real merging both regions will make it more unbalanced as is probably double the work for staff and a language barrier for the most part
