On CN server coming February 15th, This is likely due to the server launched just last July. Technically they missed out 2 champion skins

Has Riot ever brought back previous Champions skins for sale before? (for outside China servers?)

no never. and it shouldnt be done now. they couldve done 2023 champs but using that one is kinda crazy ngl.
