so i got into a toxic argument with a teammate who eventually turns out to be a streamer, he threatens me with the classic "i have your ip" i know i must not be scared but coincidently i discovered he lives near me and he was having 50 -60 watching so if he is true for his words and really pissed at me if not him, can any of his viewers having a tech background can get my ip or it is not possible ?

I highly doubt it. There really isn't any way for them to get it. Also at that point you should report the guy on Twitch and in-game with evidence. Should get banned. And let't say they had it(again impossible pretty much) what would they do with it? Knock at your door? DDOS? Not really realistic issues because you are likely just random guy playing the game unless they are psychos and you said some fucked up shit. So no worries.

First, there's no way for him to obtain your IP through Valorant (there might be a way, but if there were, Riot would have already implemented some hotfix). Second, the IP address is not capable of providing your exact location; at most, it reveals your region (city or state). The only way he would find out where you live is if you fall for social engineering techniques, such as clicking on a strange link (phishing), etc.
