It doesn't depend on Riot. Its the players that can choose their residency if they have dual citizenship. Jawgemo already declared as an Americas player so he'll be considered an import in Pacific and has to play for half a season in order to convert.

no, this rule only applies on franchising, russ didnt play on franchise this year at all so he can choose what region he represents and if he doesnt do good he can only go back to emea as an import or stay on apac tier 2
