Why does NA have 5 Franchise slots?

Clearly we can see that Br now has a higher talent pool than NA. One of the NA teams already has 2 brazillian players (Soon to be 3 after Aspas joining Sen next year, sorry t0nz)

Riot should do an emergency remake of the Americas league, it should really look like this:

x5 Br (LOUD, Fur, Union, Sen(with aspas), 00nation
x3 Na (EG, MxM, C9)
x2 Latam(Kru, Lev)
