Not exactly. They can switch players between both teams but there's certain rules. It also depends on what they exactly negotiated with each other.
But so you get an idea, GX is partnered with UCAM, KC with Zerance, FNC with Mandatory, and I think there's other examples. Only GX has actually made use of it when they brought in Famsii. And many teams with partnered teams have made changes but decided to sign players that weren't from their partnered team
it's a partnership, that doesn't mean much rn. But it should be an easier path to sign the 3 PCFIC kids in the future
