When you say " tier 1 team capable of competing in an international league." Do you mean a team that is going to qualify for masters or champions? or a team that could be as good as the teams currently in the EMEA league. If the latter, I think lithuania or poland could be a shout.

its happening in every league. EMEA with KC and BBL, Americas with EG and KRU, Pacific with RRQ, DFM, and Global (Global has improved a lot, but realistically if this was an open qualifier, would probably not have made it)
